We support the broad aims and policy intent of the Victorian Government's Midday Power Saver to benefit households that can shift their electricity use to the middle of the day.
If it is well-designed and implemented, the Midday Power Saver has the potential to deliver both bill savings for these households, as well as broader system benefits, by better utilising excess daytime capacity to shift consumption away from peak periods.
However, the Midday Power Saver's design and implementation must take into account the barriers many consumers may face to shifting consumption to the free period and the risks for consumers who are unable to shift their energy use.
Our submission makes recommendations aimed at ensuring the Midday Power Saver is clearly targeted, government and retailers provide clear advice about its suitability for consumers, and the scheme is underpinned by strong consumer protections.
