Submission to the Department of Climate Change, Energy, the Environment and Water (DCCEEW) on the Solar Sharer Offer Consultation Paper 2025-26

We welcome the ambition for the Solar Sharer Offer to play a key role in maximising the benefits of abundant solar generation – and ensuring those benefits are shared equitably by all consumers.

We welcome the ambition for the Solar Sharer Offer (SSO) to play a key role in maximising the benefits of abundant solar generation – and ensuring those benefits are shared equitably by all consumers. To deliver on this vision, the Solar Sharer Offer now needs to be supported by careful design and implementation. 

Our submission highlights the importance of building and maintaining community confidence in the Solar Sharer Offer and ensuring it will deliver genuine benefits to consumers, including consumers who face barriers to accessing consumer energy resources. It recommends:

  • Ensuring the Solar Sharer Offer is guided by clear objectives
  • Progressing broader reforms to achieve system objectives, including network tariff reforms
  • Providing other supports to target cohorts (like renters, apartment dwellers and low-income households) to ensure they can fully benefit
  • Consumer protections for the Solar Sharer Offer including price guarantees, so consumers don't end up paying more
