Submission to the Australian Energy Regulator (AER) on the Draft Default Market Offer Guidelines

Our response to the Australian Energy Regulator (AER)'s Draft Default Market Offer Guidelines.

The making of the guidelines is an important opportunity for the Australian Energy Regulator (AER) to embed recent reforms to the Default Market Offer (DMO) into its regulatory approach, and ensure the DMO will be a genuine and meaningful support for consumers in an enduring sense.

Our submission makes a number of recommendations aimed at improving the guidelines and ensuring it meets the needs of consumers. These include:

  • ensuring the guidelines clearly articulate how the AER will achieve the new DMO objective
  • enabling review of the wholesale cost methodology if it continues to over-estimate wholesale costs
  • adopting the lowest cost network tariffs
  • ensuring retail costs and margins are set at the minimum necessary efficient levels
  • assessing consumer outcomes from the Solar Sharer Offer.
