Preliminary report: Outcomes-based regulation: Proposing an overarching ‘consumer duty’ within the regulation of essential services

This preliminary report (PDF, 451.20KB), by Jeannie Marie Paterson and Evgenia Bourova (Melbourne Law School) and commissioned by Energy Consumers Australia, explores the concept of outcomes-based regulation in essential services and the opportunities that may lie ahead for our energy future.

It examines the Australian Energy Regulator’s proposal for a consumer duty as a means to close regulatory gaps and improve protections, ensuring fair, safe and inclusive energy services for all.
