Energy Consumers Australia recognises the importance of the Integrated System Plan as a whole of system plan for the efficient development of the power system that provides a resilient power system for a planning horizon of at least 20 years for the long-term interests of the consumers of electricity.

To inform decision making in relation to the development of the power system and to identify transmission projects that need to be completed to meet the near-term the plan needs to be independent, integrated and whole-of-system.

In this submission we suggest some amendments to the Draft Rules proposed for the ISP that will better enable the ISP to fulfill this purpose.
