Submission to the Australian Energy Market Commission (AEMC) – Electricity pricing for a consumer-driven future consultation paper

We support the Australian Energy Market Commission (AEMC)’s consumer focus, asking critical questions to determine the best way to deliver better products and services.

Our principal recommendation is that fairness, equity, and justice must be the dominant focus of the review.

Pricing reform has an opportunity to reduce system costs and help determine how costs and risks are shared between the industry and consumers. Distributional equity is, therefore, a design imperative for an (increasingly) essential service.

To achieve a just transition, the AEMC must resolve two fundamental challenges as part of this review:

  1. Determine the services and value that consumer energy resources (CER) can provide to the system. The review must determine a pathway for consumers and their CER to provide these services and be fairly rewarded for it.
  2. Explore the fairest and most equitable ways to allocate core system costs amongst consumers in a high CER future.
