Energy Consumers Australia (ECA) welcomes the opportunity to respond to the Review of the Limited Merits Review (LMR) Regime Consultation Paper (the Consultation Paper). ECA believes there is a strong case for change to the current LMR regime, and we welcome the Energy Council’s intention to speedily progress this review.

ECA has reflected on our experience under the current LMR regime and in this submission proposes measures that might be taken to address the failure of the review process to deliver the policy intent behind the changes that were made in 2013. We look forward to further engaging with the Energy Council and stakeholders on particular solutions as they emerge, that best address the long term interests of consumers.
