AEMC Retail Competition Review – Submission in response to Approach Paper

In it’s submission to the AEMC on the approach to the 2016 Retail Competition Review, Energy Consumers Australia has proposed that the AEMC develop a retail competitiveness index.

The AEMC report was requested by the Energy Council as part of introducing retail price deregulation. The report has previously identified whether jurisdictional markets (or sub-markets in Queensland) are or are not “effectively competitive”.

On the basis that the long term interests of consumers are best served by promoting the highest level of competition in retail markets, ECA has proposed the index as a means of developing a time series metric that should show increasing levels of competitiveness in future years.
