The Australian Energy Regulator has sought feedback on COVID-19 impacts on the Default Market Offer 2020-21. This is our submission.

We appreciate the opportunity to respond AER' consultation on its Draft Decision for Energex and Ergon Energy and Energy Queensland’s revised revenue proposals.

Our assessment has raised key issues in the JGN revised access arrangement proposal 2020-25 where further thought and discussion are required.

As the dispatchable storage market is in its early stages of development with several technical, commercial, social and regulatory barriers to overcome, it makes sense to consider how network service providers (NSPs) can play a valuable role to help further develop this niche.

The proposed reforms may not do enough to enable emerging opportunities in a manner that works in the long-term interests of consumers.

Energy Consumers Australia recommends that the AER ensures that distribution network service providers (DNSPs) approach to the roll-out of flexible exports is transparent and communicated in a clear and understandable manner to both industry (including solar retailers and installers) and consumers.

It is imperative that there is transparency in distribution network investment with clear input assumptions for integrating DER.

In this submission we acknowledge the substantial alignment between the distributor proposals and the interest of household and small business gas consumers.
